Allah, the Exalted, said:
رياض الصالحينAbū Zakariyyā Muḥyī al-Dīn Yaḥyā ibn Sharaf al-Nawawī٧٩ - باب الوالي العادل
٧٩ - باب الوالي العادل
Indeed, Allāh orders justice and good conduct and giving [help] to relatives and forbids immorality and bad conduct and oppression. He admonishes you that perhaps you will be reminded.
… to the end of the verse. And He, the Exalted, also said:
وَإِن طَآئِفَتَانِ مِنَ ٱلْمُؤْمِنِينَ ٱقْتَتَلُوا۟ فَأَصْلِحُوا۟ بَيْنَهُمَا ۖ فَإِنۢ بَغَتْ إِحْدَىٰهُمَا عَلَى ٱلْأُخْرَىٰ فَقَـٰتِلُوا۟ ٱلَّتِى تَبْغِى حَتَّىٰ تَفِىٓءَ إِلَىٰٓ أَمْرِ ٱللَّهِ ۚ فَإِن فَآءَتْ فَأَصْلِحُوا۟ بَيْنَهُمَا بِٱلْعَدْلِ وَأَقْسِطُوٓا۟ ۖ إِنَّ ٱللَّهَ يُحِبُّ ٱلْمُقْسِطِينَ
And if two factions among the believers should fight, then make settlement between the two. But if one of them oppresses the other, then fight against the one that oppresses until it returns to the ordinance of Allāh. And if it returns, then make settlement between them in justice and act justly. Indeed, Allāh loves those who act justly.
وعن أَبي هريرة - ﵁ - عن النبيِّ - ﷺ - قَالَ: «سَبْعَةٌ يُظِلُّهُمُ الله في ظِلِّهِ يَوْمَ لاَ ظِلَّ إِلاَّ ظِلُّهُ: إِمَامٌ عادِلٌ، وَشَابٌ نَشَأ في عِبادة الله تَعَالَى، وَرَجُلٌ قَلْبُهُ مُعَلَّقٌ في المَسَاجِدِ، وَرَجُلانِ تَحَابَّا في اللهِ اجتَمَعَا عَلَيْهِ، وَتَفَرَّقَا عَلَيْهِ، وَرَجُلٌ دَعَتْهُ امْرَأةٌ ذاتُ مَنْصِبٍ وجَمالٍ، فَقَالَ: إنّي أخافُ اللهَ، وَرَجُلٌ تَصَدَّقَ بِصَدَقَةٍ فَأخْفَاهَا حَتَّى لاَ تَعْلَمَ شِمَالُهُ مَا تُنْفِقُ يَمِينُهُ، وَرَجُلٌ ذَكَرَ الله خَالِيًا فَفَاضَتْ عَيْنَاهُ». متفقٌ عَلَيْهِ.
On the authority of Abu Hurayra (may Allah be pleased with him), from the Prophet (peace and blessings be upon him), who said: “There are seven whom Allah will shade in His shade on the Day when there is no shade except His shade: a just ruler; a youth who grew up in the worship of Allah, the Exalted; a man whose heart is attached to the mosques; two men who love one another for the sake of Allah, meeting upon that and parting upon that; a man whom a woman of rank and beauty calls [to herself], yet he says: I fear Allah; a man who gives charity and conceals it, so that his left hand does not know what his right hand spends; and a man who remembers Allah in private and his eyes overflow [with tears].” Agreed upon.
وعن عبدِ اللهِ بن عَمرو بن العاص ﵄، قَالَ: قَالَ رسولُ الله - ﷺ: «إنَّ المُقْسِطِينَ عِنْدَ اللهِ عَلَى مَنَابِرَ مِنْ نُورٍ: الَّذِينَ يَعْدِلُونَ في حُكْمِهِمْ وأَهْلِيْهِم وَمَا وَلُوْا». رواه مسلم.
On the authority of Abdullah ibn Amr ibn al-As (may Allah be pleased with them both), who said: The Messenger of Allah (peace and blessings be upon him) said: “The just will be with Allah upon pulpits of light: those who are just in their judgement, with their families, and in whatever they are given charge of.” Narrated by Muslim.
وعن عوفِ بن مَالِكٍ - ﵁ - قَالَ: سَمِعْتُ رسولَ الله - ﷺ - يقول: «خِيَارُ أئِمَّتِكُمُ الَّذِينَ تُحِبُّونَهُمْ وَيُحِبُّونَكُمْ، وَتُصَلُّونَ عَلَيْهِمْ وَيُصَلُّونَ عَلَيْكُمْ. وشِرَارُ أئِمَّتِكُم الَّذِينَ تُبْغِضُونَهُمْ وَيُبْغِضُونَكُمْ، وَتَلعَنُونَهُمْ وَيَلْعَنُونَكُمْ!»، قَالَ: قُلْنَا: يَا رسول اللهِ، أفَلاَ نُنَابِذُهُم؟ قَالَ: «لاَ، مَا أقَامُوا فِيْكُمُ الصَّلاَةَ. لاَ، مَا أقَامُوا فِيكُمُ الصَّلاَةَ». رواه مسلم. قَوْله: «تصلّون عَلَيْهِمْ»: تدعون لَهُمْ.
On the authority of Awf ibn Malik (may Allah be pleased with him), who said: I heard the Messenger of Allah (peace and blessings be upon him) say: “The best of your leaders are those whom you love and who love you, upon whom you invoke blessings and who invoke blessings upon you. And the worst of your leaders are those whom you hate and who hate you, whom you curse and who curse you!” He said: We asked: O Messenger of Allah, shall we not then renounce them? He said: “No, so long as they establish the prayer among you. No, so long as they establish the prayer among you.” Narrated by Muslim. His saying “you invoke blessings upon them” means: you supplicate for them.
وعن عِياضِ بن حِمارٍ - ﵁ - قَالَ: سَمِعْتُ رسولَ الله - ﷺ - يقول: «أهلُ الجَنَّةِ ثَلاَثَةٌ: ذُو سُلطانٍ مُقْسِطٌ مُوَفَّقٌ، وَرَجُلٌ رَحيمٌ رَقِيقُ القَلْبِ لكُلِّ ذي قُرْبَى ومُسْلِمٍ، وعَفِيفٌ مُتَعَفِّفٌ ذو عِيالٍ». رواه مسلم.
On the authority of Iyad ibn Himar (may Allah be pleased with him), who said: I heard the Messenger of Allah (peace and blessings be upon him) say: “The people of Paradise are three: a man of authority who is just and divinely granted success; a man who is merciful and tender-hearted towards every relative and every Muslim; and a man who is chaste, refraining [from begging], though he has a family to support.” Narrated by Muslim.
